Ramona ("Ramonita") Negron Rivera was born in Maunabo, Puerto Rico in 1944, moved to Philadelphia as a teenager, and graduated from J.W. Hallahan Catholic High School for Girls. She was active in a number of Latino organizations in the city, becoming the first woman president of the Council of Spanish-Speaking Organizations ("El Concilio"), and president of the American Legion Post 840.
